  • License fee: $400 (Due every two years with license renewal)

License requirements

  • You must submit a completed Application for Registration of Alcoholic Liquor Producer or Importer (ABL-107), including all supplemental forms. See Required Forms below for more information. We recommend applying on MyDORWAY, but if submitting a paper copy of the application, make sure it’s signed and dated.
  • You must submit a copy of your Federal Tax and Trade Bureau (TTB) Basic Permit.
  • You must register your brands online at: productregistrationonline.com​​​​.
  • For imported labels, submit a copy of the authorization letter giving the importer the right to import as the American Source of Supply.
  • For each label or brand listed, submit a Certificate of Label Approval (COLA) from the Tax and Trade Bureau (TTB), and a copy of the label or brand.
  • ​​You must designate a registered liquor representative in South Carolina using the Application for Liquor Representative (ABL-107B)
  • You must designate a wholesaler that holds an open South Carolina Wholesaler License in good standing.
  • No person may have direct or indirect ownership, influence, or financial interest in more than one of the following entities: a manufacturer, a distributor, or a retailer of beer or wine.

  • Application for Registration of Alcoholic Liquor Producer or Importer (ABL-107B​)
  • Application for Liquor Brand Registration (ABL-107A​​)
    • ​​ If you’re applying on MyDORWAY, scan and upload the ABL-107A and TTB Basic Permit as attachments. You do not need to submit an additional paper copy of these documents if applying on MyDORWAY​.
  • Application for Liquor Representative (ABL-107B)
  • ​Verification of Lawful Presence in the United States – Applicant and Principals (ABL-920)
  • Applicant and Principal Consent and Waiver (ABL-946​)
    • ​​ If you’re applying on MyDORWAY, the ABL-920 and ABL-946 are part of the normal application workflow. You do not need to submit or attach a paper copy of the ABL-920 or ABL-946 if applying on MyDORWAY.

There are two types of businesses that require a Liquor Producer or Importer License to operate:

  • Liquor producers that operate outside of South Carolina but intend to ship into and sell in South Carolina
  • Importers that import liquor from outside of the United States

Yes, Liquor Producer or Importer License holders or Liquor Producer Representatives must upload any invoices for product shipped to South Carolina wholesalers on a monthly basis. This can be done by logging in to MyDORWAY, scrolling to your Liquor Producer or Importer account, and clicking More Account Options. Contact the SCDOR’s Miscellaneous Tax section for more information at 803-896-1970.

Yes. By law, you must designate a liquor representative before you can be issued a Liquor Producer or Importer License. If you are submitting a paper application, designate your liquor representative using the ABL-107B. If you are applying on MyDORWAY, the ABL-107B is part of the normal application workflow.

Liquor brands must be registered by submitting the ABL-107A. If you’re applying on MyDORWAY, you must include the ABL-107A as an attachment.
