​​ Fees​

  • Contract Liquor Producer License fee: $400 (Due every two years with license renewal)​
  • Liquor Producer Representative License fee: $250 (Due every two years with license renewal)

License requirements

  • You must submit a completed Application for Registration of Alcoholic Liquor Producer or Importer (ABL-107), including all supplemental forms. See Required Forms below for more information. We recommend applying on MyDORWAY​, but if submitting a paper copy of the application, make sure it’s signed and dated.
  • You must demonstrate that you have a contractual arrangement with a licensed Liquor Producer.
    • You must submit a copy of a binding, written agreement between the applicant and the contractor being utilized for production services.
    • You must submit a signed affirmation letter certifying the nature and scope of the arrangement between the applicant and the contractor.
    • If your contractor is a liquor producer that operates in another state, you may be required to submit proof of licensure in the state in which it operates.
  • You must submit a copy of your Federal Tax and Trade Bureau (TTB) Basic Permit.
  • You must submit an Application for Liquor Brand Registration (ABL-107A​) that lists all labels and which are produced by the contractor.
    • For each label or brand listed, submit a Certificate of Label Approval (COLA) from the Tax and Trade Bureau (TTB). If the alcohol content is less than 7% ABV, submit a copy of the label or brand.
    • ​If your contractor is listed on the Certificate of Label Approval, you may need to demonstrate that you are the owner-in-fact of the brand.
  • You must designate a registered liquor representative in South Carolina using the Application for Liquor Representative (ABL-107B)
  • You must designate a wholesaler that holds an open South Carolina Wholesaler License in good standing.
  • No person may have direct or indirect ownership, influence, or financial interest in more than one of the following entities: a manufacturer, a distributor, or a retailer of liquor.

    • ​​If you’re applying on MyDORWAY, scan and upload the ABL-107A, 107B, and TTB Basic Permit as attachments. You do not need to submit an additional paper copy of these documents if applying on MyDORWAY​.
  • ​Verification of Lawful Presence in the United States – Applicant and Principals (ABL-920)
  • Applicant and Principal Consent and Waiver (ABL-946​​)
    • ​​If you’re applying on MyDORWAY, the ABL-920 and ABL-946 are part of the normal application workflow. You do not need to submit or attach a paper copy of the ABL-920 or ABL-946 if applying on MyDORWAY.

Liquor brands can be registered by submitting the Application for Liquor Brand Registration (ABL-107A​) as part of the application process.​​

Yes, Contracting Liquor Producer License holders must upload any invoices for product shipped to South Carolina wholesalers on a monthly basis. This can be done by logging in to MyDORWAY​, scrolling to your Contracting Liquor Producer account, and clicking More Account Options.

You should apply for a Contracting Liquor Producer License if you own or have registered brands that you wish to sell to a licensed wholesaler, but the production of those brands is delegated to a contractor.

​You are not required to obtain a Contracting Liquor Producer Permit if you are engaged in any of the following:

  • You request that a producer manufacture or bottle a product using a specific label, so that you may then purchase the product with the desired label from a wholesaler.
  • You do not partake in or benefit from sales of a line of products to wholesalers.
  • You are involved solely in the marketing of a particular brand, so long as you do not own or have a financial interest in the brand itself.
